On November 3, the number of passenger cars with even-numbered license plates began to be restricted in Beijing in anticipation of the Asia-Pacific Economic Cooperation (APEC) Leaders' Meeting to be held on November 10 and 11. On November 3, the city began enforcing traffic restrictions that prohibit the passage of passenger vehicles in the city depending on whether their license plate numbers end in even or odd numbers.
