The revised Public Offices Election Law was passed and enacted at a plenary session of the House of Representatives on the afternoon of July 28 with a majority of votes from the Liberal Democratic Party, the Restoration Association, and the Next Generation Party, among others, for a "10 increase, 10 decrease" system that includes "two combined constituencies" for the Upper House election, combining the constituencies of Tottori and Shimane, and Tokushima and Kochi. The new system will be applied from next summer's Upper House election, along with the lowering of the voting age to 18 or older. This is the first time since the establishment of the House of Councillors that prefectural constituencies will be combined.
