He began his career in railway construction but examined Londons sewerage problems after cholera outbreaks and water pollution problems in the 1850s. During 185965 he planned and supervised the construction of a sewerage system which used 318 million bricks in 2080 km of tunnels which covered an area of 169 square km. This system discharged 1890 million litres of sewage through 3 pumping stations away from the city.
