In this May, 2008 file photo of Fukushima Prefectural agricultural area before the 2011 Tohoku-Kanto Natural Disaster. Fukushima Prefecture and all surrounding prefectures have been hit particularly hard by the 2011 Tohoku Earthquake and Tsunami and its aftermath of radiation exposure from the Fukushima Daiichi nuclear power plant.
