Japan: September 10, 1981 Hokkaido - Prime Minister Zenko Suzuki, looking into a telescope, strains his eye to see the disputed islands off Japan's northernmost main island of Hokkaido during his inspection tour, the first of its kind by a premier, of the Soviet-held Northern Territories at Nosappu Point.
