Kazunari Ugaki Kazushige Ugaki Kazushige Ugaki 1868-1956 Birthplace: Okayama Prefecture General of the Army In 1924, he became the Minister of War and implemented disarmament measures to reduce the number of divisions by four (Ugaki disarmament), modernized the army, and implemented school drill by the surplus officers. In 1931, there was an attempted coup d'etat by Chief Ugaki (March Incident), and in 1937, there was a miscarriage of justice due to lack of cooperation within the military in the Great Commission.
