The annually celebration is held on the second Monday of January at local and prefectural offices, as well as afterparties amongst family and friends. This event started in Japan since at least 714 AD when a young prince dressed new robes and a hairstyle to mark his passage into adulthood, and become holiday in 1948 to be held every year in January 15th.
