On the 31st, the World Health Organization's second World No Smoking Day, the Ministry of Health and Welfare (MHW) took the lead from other central government agencies in implementing the first-ever ministry-wide smoking ban, although only for four hours a day. At 10:00 a.m., an announcement was made at the Ministry of Health and Welfare (Central Government Building No. 5) in Kasumigaseki, Tokyo, asking for cooperation in the "no smoking" time, and employees immediately gathered ashtrays in one place to ban smoking.
