The 12.8meterhigh, 700meterlong embankment will be completed in two years, using soil left over from the construction of higher ground. Kazuhiro Dote, 65, a fisherman, was resting in his work shed overlooking the sea. He was born here and has lived with the sea. He said, Its safe, but I cant see it, he said.
