March 20, 2017, Tokyo, Japan - Former Governor of Tokyo Shintaro Ishihara is summoned as a sworn witness to testify before a special board of inquiry of the Tokyo Metropolitan Assembly on Monday, March 20, 2017. Ishihara was governor when the City Hall decided to buy a reclaimed land to relocate the aging central fish market.
