Many adjectives are needed to describe Tokyo. Tokyo is a capital city, an international city, a political and cultural center, and the third largest metropolis in the world, to name a few. This photo is part of "Tokyo, the political and economic center of the world" in the same way. In the foreground on the left is Hibiya Park. In the back left is the outer garden of the Imperial Palace. Running up and down the street from the left in the foreground to the center rear is Hibiya Street, lined with the Hibiya Mitsui Building under construction, the Imperial Hotel, and the Hibiya Electric Building, also under construction. The road in the far right in the foreground is the Tokyo Expressway, which was photographed in 1960 from a helicopter over Tokyo's Chiyoda Ward by a member of the Tokyo Head Office Photography Department.
