Typhoon No. 21 traversed Shikoku and the Kinki region from noon to evening on April 4, and passed over the Sea of Japan during the night. At Kansai International Airport, high tides caused seawater to flow in, and by 1:30 p.m. on the 4th, almost all of Runway A (3,500 meters long), one of the two runways, and the aircraft parking area were flooded. The basement of the Terminal 1 building was also flooded, causing power outages in some areas.
